It’s not common no, because the competitions in which those images are ineligible clearly state a cut-off date. For ADEX VOO 2024, it was part of the rules, that you couldn’t enter any image that won a 1st/2nd/3rd place by 28th Feb 2024.
The deadline to enter VOO was 20th May, and I suspect most entrants submit their photos in the last few days. In anycase, most contests will choose cut-off data prior to when they open up for entries, to avoid any miss.
The previous overall winner of VOO had been awarded elsewhere way before 28th Feb, so he either consciously chose to break the rules, or he didn’t read them.
