Good to practice such technique ahead of an ocean dive.
Only challenge you may face is the ambient light – the darker it is, the easier the technique.
Go with a macro lens, increase your aperture and use minimal ISO, so you can get down to a shutter speed of at least half a second, without blowing up the background.
Then, you want a snooted strobe on high power to light up only your subject, first curtain sync, and pan the camera side ways after the strobe fired.
To draw some interesting shapes though, you’ll need some “reef” behind the main subject, maybe some dive gear, but the bigger it is, the more texture / patterns you can create from it.
