For these shots to work, the trick is to make sure the strobe light over-powers the ambient light on your subject, because the blur comes from the ambient light.
This can be challenging or impossible, if the subject is too far, the strobes not bright enough, or simply the ambient light too strong.
Next time you experiment with this, pick a cloudy day or best go at sunrise/sunset, and get closer to your subject.
