It very much depends on the contest, more “natural history” focused contests which feature non underwater photographer judges absolutely need solid titles and engaging (and scientifically accurate) captions. In fact I have received this as feedback from judges that captions can make or break a tie when setting award ranking placements, additionally titles during preliminary rounds can prompt a judge to notice certain details (so if theres an odd or rare behavior, make sure its in the title). The presence of a good caption can also mean your photo is picked up more often by news outlets when they run stories about the contest.
On the other fin, contests like UPY are 100% about the image and I dont even think they ask for a title. Or some only ask for a caption at the raw request stage.
