Sorry for the lack of reply, I was off-grid for a few days, away from the ocean!
First of all, if you want to reach 30 FPS, you’ll have to decrease the power of your Hybrid flash 1 click below 1/8 power. At that low power setting, I don’t find many scenarios where 30 FPS would make a big difference. Personally, I am happy with 10-12 FPS, which is the fastest burst mode allowed by the R5II in mechanical shutter, and lets you crank the power up a little (to about 1/4, see my bursts tests here).
Are you saying your fibre optic was kinked? That can explain signal transmission issues, with inconsistent firing.
Can you share the precise model of fibre optic and flash trigger you’re using?
FYI, I am finding the Nauticam TTL trigger for Canon doesn’t let you shoot fast bursts, but the Nauticam Manual TTL Canon trigger and the UWtechnics TTL Canon trigger do, though I’ve had battery life issues with the latter.
