The issue could come either from the strobes, the flash trigger, your camera settings (shutter mode) or a combination of these.
Which shutter mode do you use? To get the highest sync speed on the R5II, you need Elect 1st curtain (that’s what I use all the time), which should give you 1/250th before you see black bars popping in.
Unfortunately… I have found over time that flash triggers don’t always let you reach your camera’s advertised max sync speed, frustrating I know.
I suggest you test that on land, perhaps put the strobe in a bucket of water so it doesn’t overheat. Pick one strobe power you commonly use, and without changing it, take some shots increasing the shutter speed, till you reach and past 1/250th.
With a given set of settings (exposure parameters + flash mode + flash power), you should get consistent outcomes, if not, it could be your strobe being faulty (try independently with both strobes to rule this out).
Oh, and do these tests with your exposure params setup so the photo is pitch black when strobes don’t fire, so you can tell the difference.
