That is definitely true. I choose not to post often. When I do post, that post is lucky to be seen by 100 of my almost 8k followers. I have a friend with around 140k followers. When she goes away for an overseas trip and doesn’t post during that time, her reach is dramatically reduced when she starts posting again.
